CASE STUDY

A cultural center in a large U.S. city wanted to ensure that they were protecting people against a wide range of potential crises and emergencies. The center required an independent physical and technical security assessment to determine their overall crime risk and opportunities for improvement.

The Problem

Cultural centers across the country continue to find themselves caught up in the crosshairs of the nation’s culture wars. Like parks with statues and monuments, houses of faith, and even malls, the risk of individual with a weapon inflicting harm on others is higher than it’s been in the past. “That possibility is on our radar,” the center’s security director said. “But more broadly we also want to ensure that we are protecting members of the public and our staff against a wide range of potential crises and emergencies from weather events and accidents to pilferage and vandalism, among other factors.”

Jensen Hughes was chosen from among other leading security firms to conduct an independent assessment of the center’s physical and technical security as well as all security-related operations and program capabilities. Using a national crime database and index, we determined that the crime risk confronting the center measured 4.8 times the national average. We interviewed more than 12 stakeholders and conducted a detailed evaluation of multiple domains, such as the center’s security program structure, security personnel, security policies and protocols, physical and technical security, and emergency response capabilities.

The Results

Based on our findings, we recommended critical improvements to the center’s security management, access control system, video management, perimeter security and loading dock controls, and emergency response plans. We also recommended providing more opportunities to share security officer resources to improve overnight monitoring while capturing new cost efficiencies. This client has been systematically implementing the majority of this guidance and, by extension, has substantially improved both the effectiveness and its investment return on what is now a much stronger security risk management platform.
