A West Coast City Taps Outside Experts to Conduct an Independent Use-of-Force Investigation

In the aftermath of a high-profile, officer-involved shooting (OIS) that resulted in a fatality, city leaders decided to engage an external team of independent experts to conduct an administrative investigation into the incident.

The Problem
Jensen Hughes was selected to determine whether the officers involved in the use of deadly force were: (1) justified and operating within the department’s policy; (2) had an opportunity to attempt to de-escalate the incident; (3) provided or procured prompt medical assistance for the subject; and (4) activated their respective body-worn cameras prior to the incident.

The Solution

The Results
Our team’s final report on this independent internal affairs investigation provided clear and extensively documented answers to each of the critical questions and issues at the heart of the incident. Based on the full weight of the evidence available, Jensen Hughes found that the officers’ actions were within policy, with the exception of one officer who failed to activate their portable audio/video recorder before responding.
