Paul is a Nuclear Engineer with over 45 years of experience in performing and managing domestic and international programs involving risk-Informed engineering applied to the design and operation of nuclear reactor plants, non-reactor facilities, process plants, and other technologies. He is responsible for coordinating activities and pursue opportunities related to energy and utilities in international markets and activities related to advanced reactors worldwide.

In addition to the U.S., his experience includes Australia, Belgium, Brazil, Bulgaria, Canada, China, Czech Republic, France, Germany, Japan, Kazakhstan, Korea, Lithuania, Pakistan, Romania, Russia, Slovakia, Slovenia, Spain, Sweden, Switzerland, Turkey, Ukraine, and United Arab Emirates. He is a leader in the development of methods for risk management, risk-informed regulation, risk-based prioritization, risk-Informed design and operations optimization, safety basis development, training, and technology transfer. Paul’s risk experience includes over 50 nuclear power plants, including PWR, BWR, VVER, CANDU, HTGR, MSR, LMR, and RBMK designs. He has participated in numerous projects related to developing and implementing risk-Informed applications.

Paul has participated in numerous activities related to external and internal hazards. He is a recognized subject matter expert (SME) in risk assessment; risk management; risk-Informed engineering, applications, and decision-making; hazards assessment; human reliability analysis (HRA); seismic and other external hazards risk and margins studies; and fire risk assessment. He is also an SME in regulatory and licensing policy and issues, deterministic safety and advanced reactor safety, reliability and licensing and is regularly brought in by the International Atomic Energy Agency (IAEA) to serve as an International Expert for their activities.
