Pennsylvania Adopts 2021 I-Codes into the UCC

The Pennsylvania Department of Labor & Industry (PA L&I) has approved the adoption of the 2021 International Codes (I-Codes), with amendments, into the Pennsylvania Uniform Construction Code (PA UCC). These updated regulations will take effect on January 1, 2026.

Key Implementation Details

  • Existing permitted projects: Projects already permitted by an Authority Having Jurisdiction (AHJ) may continue under their approved codes. Adoption of the 2021 I-Codes will not impose new requirements on previously approved construction.
  • Permit expirations: If a permit expires due to inactivity, any renewal must comply with the newly adopted 2021 I-Codes.
  • Projects in development (grace period): The 2018 I-Codes may still be used until July 1, 2026, provided a design or construction contract is executed before January 1, 2026. This reflects a six-month transition period.
  • Post–July 1, 2026: All new permit applications must comply with the 2021 I-Codes, regardless of contract date.
  • Accessibility requirements: Accessibility provisions will continue to reference Chapter 11, Appendix E, and Section 1009 of the 2018 IBC for the foreseeable future.
  • Philadelphia-specific guidance: The City of Philadelphia maintains its own code adoption information and should be consulted for local requirements.
