The Fire Department Service Delivery Concurrency Evaluation for the Alton Delray Apartment Complex presented a comprehensive, data-driven assessment of the potential impact of a proposed 386-unit multifamily residential development on the City of Delray Beach Fire Rescue Department (DBFR). Triggered by a projected 1.7% population increase that exceeds the NFPA 1 threshold for concurrency review, the study evaluates whether the fire department can maintain its current level of service across fire protection, emergency medical response and related operations. Set within a mature and well-developed coastal city, the analysis establishes a clear baseline of DBFR’s capabilities, including staffing, infrastructure, response performance and mutual aid integration, while determining whether the additional demand from the development introduces any service gaps or operational risks. 

Emergency Response Preparedness 

The analysis determined that DBFR is a high-performing, fully accredited fire department with an ISO Class 1 rating, placing it among the top-tier fire agencies in the U.S. The department operates from five strategically located stations, with a minimum daily staffing of 36 firefighters, and provides a full range of all-hazards services, with a strong emphasis on advanced life support EMS, which accounts for the majority of its call volume. Existing infrastructure, apparatus and training programs provide a robust operational foundation, and ongoing improvements such as the construction of the new Fire Station 113 and expanded training capabilities further enhance system readiness. 

Through detailed response-time modeling and spatial analysis, the study confirmed that the project site is well within the established NFPA 1750 performance benchmarks. The closest fire station (Fire Station 115) can reach the development in approximately four minutes, while the second-due company arrives within six minutes, both meeting the required standards for an effective emergency response. Roadway access, proximity to major transportation corridors and site design all support efficient apparatus movement and operational deployment. Additionally, the building height and construction profile of mid-rise residential structures ranging from two-to-six stories fall within the operational capabilities of existing aerial apparatus and do not introduce atypical fire flow or suppression challenges.  

A key component of the evaluation was the projected incident demand generated by the development. Using a comparable apartment complex of similar size and characteristics, the study estimates that the Alton Delray project will generate fewer than 25 additional emergency incidents annually, the majority of which are expected to be EMS-related. This represents a negligible increase relative to the department’s overall call volume and is well within available system capacity. Unit Hour Utilization (UHU) metrics further demonstrate that both fire suppression and EMS units are operating significantly below industry thresholds, indicating substantial reserve capacity to absorb additional demand without degrading service performance.  

Planning Considerations

While the study concluded that the development poses no significant risk to fire department operations, it does identify a small number of planning considerations associated with population growth. Chief among these is the potential strain on emergency shelter capacity, as the addition of approximately 1,164 residents could exceed current capacity during large-scale evacuations. Additionally, increased permitting, inspection, and code enforcement workload within the fire prevention bureau may require minor staffing adjustments. However, these impacts are offset by established fee structures, EMS cost recovery mechanisms and projected economic benefits, including more than $7 million in anticipated tax revenue associated with the development.  

Study Conclusion 

Ultimately, the concurrency evaluation concluded that the Alton Delray Apartment Complex is fully consistent with Delray Beach's existing structural and operational environment and does not introduce new hazards or service deficiencies. The fire department’s current resources, response capabilities and regional support framework are more than sufficient to accommodate the incremental demand created by the project. No mitigation measures were required to maintain the adopted level of service, and continued coordination among the developer, the city, and DBFR will ensure successful integration of the project into the community.
