DoD PROJECT CHECKLIST
When Should You Bring in a Fire Protection Engineer (FPE)?
Fire protection on a DoD project goes beyond sprinkler systems. A Fire Protection Engineer (FPE) can help navigate UFC requirements, reduce redesign and coordinate fire and life safety requirements from pursuit through turnover.
Use the questions below to identify where FPE or Qualified Fire Protection Engineer (QFPE) support may be needed. Expand each topic to review considerations for your project.
- Is the project classified as major construction and requires a Qualified Fire Protection Engineer (QFPE)?
- Are there fire protection requirements that could materially affect scope, fee, schedule or construction cost?
- Does the team need an FPE or QFPE identified in the SF 330 or technical proposal?
- Is a Fire Protection Design Analysis (FPDA) or life safety plan required?
- Has a multidisciplinary review been provided for code and life safety compliance across disciplines?
- Are equivalencies, waivers or performance-based approaches being considered?
- Does the project require fire sprinkler or special suppression system design?
- Does the project require fire alarm, detection or mass notification design?
- Does the facility require smoke control or smoke management?
- Does the project include an aircraft hangar, maintenance facility or aviation operation?
- Are battery systems, ESS, UPS systems or other emerging energy technologies involved?
- Does the facility include industrial processes or hazardous operations?
- Is the QFPE reviewing shop drawings, product data and delegated-design submittals?
- Is the FPE participating in construction inspections at the appropriate milestones?
- Are RFIs affecting fire protection or life safety being reviewed by the QFPE?
- Is the QFPE involved in required fire protection acceptance testing and commissioning?
- Are record documents, calculations, testing documentation and O&M information complete?
- Has the project satisfied Government acceptance requirements before turnover?
- Are existing fire protection and life safety systems being assessed before design begins?
- Could a renovation trigger upgrades to systems outside the immediate project area?
- Can an FPE help prioritize deficiencies and develop a phased modernization strategy?

Have a federal project or pursuit on the horizon?
The earlier the FPE is involved, the more value they can bring. A fire protection engineer can be more than a final design reviewer. On DoD work, the project FPE can help the team interpret criteria, develop the design, coordinate disciplines, identify risk early, support construction and navigate acceptance through turnover.
